The Omnibus spending bill signed into law today included the retroactive renewal of the Generalized System of Preferences (GSP) trade program which expired on 12/31/2017. The GSP provides for duty-free treatment to goods of designated beneficiary countries. Authorized by the Trade Act of 1974, GSP is the largest and oldest U.S. trade preference program. Specific procedures will be forthcoming from US Customs & Border Protection regarding claims for retroactive reimbursement of duties paid on affected entries since the expiration of the program at the end of last year.
